It really depends on a lot of things, the size of the cobbles, how evenly they're seated,[link widoczny dla zalogowanych], your weight and fitness level. But basically:
If you're walking on an uneven surface in soft shoes then your foot will try to flex and follow the contours of the surface.
Some actually enjoy the feeling of the foot conforming and the workout this brings to all the small muscles in the foot, while others tire easily and suffers fatigue, discomfort and even cramps in the feet and lower legs.
If you're hesitant I'd recommend a pair sturdy hiking/walking shoes (not trainers/sneakers!) The stiffer sole in this category of shoes will support the natural arch of your feet and bridge the highs and lows of the surface. That way your feet won't have to do so much flexing and you avoid the risk of overstressing the small muscles in your feet and lower legs.
I found that my feet slipped around in sandals when I was walking on the old cobblestones in Europe. So I usually wore my sneakers or tied walking shoes.
